Parties to make last-ditch efforts for elusive consensus
KATHMANDU, MAY 08 - The talks aimed at forging consensus on disputed issues of constituent drafting ended without making headway.
As the repeatedly extended time-frame to explore consensus has been running, the major political forces—UCPN (Maoist), Nepali Congress (NC), CPN-UML and Samykta Loktantri Madhesi Morcha (SLMM)—have been making last-ditch efforts to forge consensus on the contentious issues as the repeatedly extended extra time is running out.
Even though the leaders claimed that they have moved closer to concrete agreement after the talks held in the Constituent Assembly (CA), the parties failed to forge consensus by Tuesday evening. Prior to the talks between major four political forces, the parties held separate meetings at UML headquarters in Balkhu and Singha Durbar.
The repeatedly extended time is turning out to be futile. The parties on Monday extended the deadline by two more days for one last time.
Though the parties-in the five-point deal signed on the midnight of Thursday- had agreed to settle the remaining issues of constitution within the next three days, they have not been able arrive at common ground on those issues.
Of the five disputed issues, the parties have forged consensus on judicial system, electoral system and citizenship provision. However, several rounds of meetings convened to forge consensus on the sticky issues of governing system and state-restructuring have failed to sort out the riddles.
Once the parties forge political consensus, the issues should be endorsed first by the dispute resolution sub-committee and subsequently constitutional committee.
Doubts have surfaced about the promulgation of new constitution with the parties failing to settle disputes pertaining to the constitution drafting even if the May 27 deadline is approaching fast.
Major parties on the verge of agreement

The major political parties – UCPN (Maoist), Nepali Congress (NC) and CPN-UML – on Tuesday claimed that they are on the verge of agreement over the issue of federalism.
During the meeting called at the CPN-UML headquarters, the leaders claimed that they have almost solved the contentious issue of federalism.
Emerging from the meeting, NC General Secretary Krishna Prasad Sitaula said that the meeting has opened the door for an agreement among the parties on issue of state restructuring.
After the three party meet, the leaders of NC and UML also held a bilateral meeting. “The meeting dwelled upon agreement on the issues of state restructuring and forms of governance. We are on the verge of agreement,” said UML senior leader Madhav Kumar Nepal.
NC General Secretary Sitaula further said that the parties are trying their best to come to a unanimous conclusion. Sitaula said that after the meetings among the major parties, they would also sit for a meeting with the leaders of Samyukta Loktantrk Madhesi Morcha (SLMM).
The major parties have extended the deadline for solving the issues by two days. If the parties fail to forge consensus within the time, there would be a voting on the issues at the Constituent Assembly (CA).
Delay in Cabinet pick as NC camps engage in blame game

With the rival factions indulging in the blame game, factional feud within the Nepali Congress has delayed the party’s nomination of remaining ministerial candidates for the Baburam Bhattarai-led consensus government.
While leaders loyal to senior leader Sher Bahadur Deuba accuse President Sushil Koirala of acting in an autocratic way within the party, those from the establishment camp attribute the standoff to Deuba’s greed for power and position.
The Deuba faction has said that having ministerial candidates from their camp is not their concern and interest. According to leader Prakash Saran Mahat of the Deuba camp, their disagreement is not with the ministerial candidates but the way they were picked unilaterally by the president.
Mahat also said that they wanted to have all the contentious issues of the constitution settled through a mutual understanding among parties before hurrying to join the government.” Our party president neither took this seriously nor made any concrete efforts to settle many issues that we have long been raising including that of sister organisation,” he added. The failure to practice what he pledges is the chief flaw of Koirala, said Mahat.
On the other hand, the Koirala loyalists dismissed such allegations against the president as mere gestures of restlessness and immaturity. “Deuba talking of party rules and regulations is simply ridiculous. He has no concern about party’s welfare…he is simply concerned about personal gains,” said NC leader Manbahadur Biswokarma, a Koirala confidante.
A source close to the establishment faction said the party leadership is holding informal talks with the dissident faction. Besides Koirala and Ram Chandra Poudel, Deputy Prime Minister Krishna Prasad Sitaula is actively involved in the move to patch up differences, the source said.
Leader N P Saud of the dissident faction said they are waiting for the establishment camp’s move and that Deuba was ready to talk with Koirala if the latter was serious about it. Of late, Deuba and Koirala have stopped having one to one meetings.
१४ मिनेटमा १४ करोडको सेयर कारोबार, बजार राजनीति केन्द्रीत
काठमाडौं, वैशाख २६- दलहरुबीचका पछिल्ला सहमतिले राजनीतिक स्थिरता हुने देखिए पछि केहि दिनदेखि बढिरहेको बजार सोमबार १४ मिनेट मात्र खुल्दा १४ करोडको सेयर खरिद बिक्री भएको छ। तीनदिन (शुक्रबार-आइतबार) देखि बन्द बजार सोमबार खुल्दा लगानीकर्ताको चापले १४ मिनेट मात्र कारोबार भयो। यो छोटो समयमा पनि १४ करोड रुपैयाँ बराबरको सेयर कारोबार भइ नेप्से परिसूचक २४ अंकले बढे पछि सर्किट बेर्कर लगाएर कारोबार रोक्नु परेको थियो। लामो समय सुस्ताएको सेयर बजार माओवादी लडाकुलाई नेपाली सेनाको जिम्मा लगाए पछि बढ्न थालेको थियो। अहिले दलहरुबीच सम्झौता भई सहमतिय सरकार गठन भएपछि कारोबार झनै बढेको हो। यो घटनाले नेपाली सेयर बजार पनि राजनीतिक उतार चढावसँगै जाने गरेको देखिएको छ।'अन्य मुलुकमा पनि राजनीतिको प्रभाव सेयर बजारमा पर्छ' स्टक ब्रोकर एशोसियसनका अध्यक्ष अन्जनराज पौड्यालले नागरिकसँग भने-'हाम्रो बजार मूख्य रुपमा राजनीतिमा आधारित छ।' राजनीतिक क्षेत्र सहमति तर्फ अगाडी बढे बजार अझै बढ्ने र राजनीतिक सहमति बिग्रिंदै गए बजार घट्ने अनुमान उनले गरे। विगतमा माओवादी शान्ति प्रक्रियामा आउने सहमति भएपछि बजार बढ्दै गएर संविधानसभाको चुनावको परिणाम आउने बेलामा नेप्से १ हजार १ सय ७५ पुगेको थियो। त्यसपछि ६ महिनामा शान्ति प्रक्रिया टुङिने र दुई वर्षमा नयाँ संविधान जारी गर्ने सहमति कार्यान्वयनमा नआएपछि बजार लगातार घटेर २ सय ९२ अंकमा झरेको थियो। अहिले राजनीतिक सहमतिले सकारात्मक सन्देश दिएपछि सोमबार नेप्से ४ सय २८ अंकमा पुगेको छ। विगतमा बजार बढ्दा कम्पनीको नाफा बढ्नु र बजार ओरालो लाग्दा नाफा घटनु कारण मानिएको थिएन। 'लगानीकर्ता देश समुन्नत हुने विश्वासले लगानीका लागि हौसिएका हुन्' पौडेलले भने।राजनीतिक अवस्थाले बजारमा सकारात्मक सन्देश दिएपछि नयाँ लगानीकर्ता बजारमा थपिएका छन्। पुराना लगानीकर्ता पनि बजारमा लगानी गर्न थालेका छन्।'खरिदकर्ता सानो कित्ताका छन्' पौडेलले भने-'बजार बढ्नेक्रममा लगानीकर्ता थपिने विगतदेखिकै परम्परा हो।'
राजधानीमा अब दृष्टिविहीन रेस्टुरेन्ट
काठमाडौं, वैशाख २७- एउटा ठूलो हललाई चारैतिरबाट कालो कपडाले छेकेर अन्धकार पारिएको छ। कुनाकाप्चाका छिद्रहरूबाट छिरेका उज्यालोधरी छेक्न कामदारहरू व्यस्त छन्।बिहीबार उद्घाटन भई शुक्रबार सर्वसाधारणको निम्ति खुला हुने यो हल नाटक देखाउने रंगमञ्च होइन। यो रेस्टुरेन्ट हो, जहाँ दृष्टिविहीन वेटरहरूले सेवा दिन्छन् र खाउन्जेल ग्राहकले समेत केही देख्ने छैनन्।इजरेली दूतावासको सहयोगमा नेपालमै पहिलोपटक यस्तो नौलो रेस्टुरेन्ट सञ्चालनमा आउन लागेको हो। 'विश्वका धेरै मुलुकमा दृष्टिविहीन रेस्टुरेन्ट सफल भएका छन्,' दूतावासका काउन्सिलर तथा यो योजनाका स्वयंसेवक नित्जान अर्नी भन्छन्, 'हामीले इजरेलमा गरेको अनुभवका आधारमा नेपालमा पनि सुरु गर्न लागेका हौं।'नारायणहिटीको पूर्वी ढोकासँगै रहेको रेस्टुरेन्ट 'इमागो देइ'मा मंगलबार पुग्दा नित्जान आफ्नै धुनमा थिए। रेस्टुरेन्टको मध्यमा रहेको हललाई कालो कपडाले अन्धकार पार्दै 'दृष्टिविहीन कक्ष' बनाउन जुटेका कामदारहरूलाई उनी भनिरहेका थिए, 'उज्यालो पूरै निषेध नगरेसम्म आँखा देख्नेहरूलाई दृष्टिविहीन बनाउन सकिन्न।'छ महिनाअघि स्वयंसेवकका रूपमा नेपाल आएका नित्जान बितेको दुई महिनादेखि दूतावासका जागिरे छन्। उनको काम काउन्सिलर शाखामा आउने विशेष समस्याहरूको संयोजन गर्नु हो। 'केही दिनयता भने म दूतावासकै यो परिकल्पना साकार पार्न खटिएको छु,' उनी भनिरहेका थिए, 'पाँच वर्षदेखि इजरेलमा चल्दै आएको यस्तै रेस्टुरेन्ट देखेको अनुभवका आधारमा मैले यो जिम्मेवारी पाएको हुँ।'दूतावासले यो वर्षलाई विशेष आवश्यकताका व्यक्तिहरूमा समर्पित गर्दै 'पिपुल विथ स्पेसल निड' नामक अभियान चलाएको छ। त्यसै क्रममा दृष्टिविहीनहरूका निम्ति यो अवधारणा अघि बढाइएको उनले बताए। रेस्टुरेन्ट सञ्चालन गर्न पाँचजना वेटर छनोट गरिसकिएको छ। दृष्टिविहीनहरूकै संस्था 'नेपाल एसोसिएसन अफ द ब्लाइन्ड' (नाब) को सहयोगमा वेटर छानिएका हुन्। आवेदकमध्ये सिक्न र जान्न खोज्ने प्रवृत्तिका व्यक्तिलाई प्राथमिकता दिएर छनोट गरिएको नित्जान बताउँछन्।'तथ्यांकअनुसार नेपालमा दुई लाख जनसंख्याले आँखा देख्दैनन्,' नित्जान भन्छन्, 'आफू पनि देख्नेहरूजत्तिकै सक्षम रहेको प्रमाणित गर्ने यी पहिलो पाँचजनाले सबैका निम्ति सम्भावनाको ढोका खोल्नेछन्।'केही साताअघि मात्र छनोटमा परेका पाँचैजना वेटरलाई तालिम दिने काम सकिएको छ। 'उनीहरू सबैलाई ल्याएर रेस्टुरेन्टका प्रत्येक कुना अनुभूत गर्न लगायौं,' नित्जान भन्छन्, 'आँखा नदेखे पनि झनै राम्ररी महसुस गर्न सक्ने उनीहरूको विशेषता यस्तो कुरामा उपयोगी हुन्छ।'तालिमका क्रममा उनीहरूलाई रेस्टुरेन्टका प्रत्येक परिकारको स्वाद पनि चखाइएको थियो। 'दृष्टिविहीन वेटर तयार पार्न अरूभन्दा अलिक बढी समय त लाग्छ नै,' नित्जान भन्छन्, 'हामीले गुणस्तरीय सेवा दिनसक्ने जनशक्ति तयार पारेका छौं।'इमागो देइ रेस्टुरेन्टको दृष्टिविहीन कक्ष दैनिक बेलुकी ६ बजेदेखि दुई घन्टा चल्नेछ। 'डाइनिङ इन द डार्क' नाम दिइएको यो कक्षमा प्रवेश गर्नेबित्तिकै ग्राहकले केही देख्ने छैन। त्यसपछि सुरु हुनेछ- स्वाद, आवाज र स्पर्शको यात्रा।नेपालको निम्ति यो एउटा नयाँ सामाजिक अनुभूति हुनेछ। 'दृष्टिविहीनको सेवा लिन उनीहरूकै अवस्था अनुभव गराउन खोज्दा ग्राहकलाई केही अप्ठेरो लाग्न पनि सक्छ,' नित्जान भन्छन्, 'हामीले चाहेकै त्यही अवस्था तयार होस् भन्ने हो।'यसरी प्रवेश गर्ने ग्राहकले पक्कै पनि कुनै मेनु प्राप्त गर्ने छैनन्। केवल आवाजबाट उनीहरूले परिकारबारे जानकारी पाउनेछन् र आवाजबाटै अर्डर गर्नुपर्नेछ। अन्धकारमा ल्याइपुर्याइने खानेकुराहरू वेटरको सहयोगले खान सकिनेछ।'हामीकहाँ सधैंजसो पाक्दै आएका परिकार नै दृष्टिविहीन कक्षका ग्राहकलाई पनि पेस गरिनेछ,' इमागो देइ रेस्टुरेन्टकी सञ्चालिका रेचल मेन्डी भन्छिन्, 'तत्काललाई वेटरहरूको बन्दोबस्त र उनीहरूको पारिश्रमिक इजरेली दूतावासले नै गर्नेछ।' यो योजना सुन्दै रमाइलो लागेकाले दूतावाससँग सहकार्य गर्न मञ्जुर भएको रेचलले सुनाइन्।यी वेटरहरूले रेस्टुरेन्टका अन्य वेटरजत्तिकै पारिश्रमिक पाउने नित्जान सुनाउँछन्। 'हामी प्रत्येक कुरामा उनीहरूलाई आँखा देख्नेहरूको समकक्षमा राख्न चाहन्छौं,' उनले भने, 'त्यसबाहेक उनीहरूले दिएको सेवाको लाभ थुप्रै दृष्टिविहीनले पनि उठाउने छन्।'नित्जानका अनुसार रेस्टुरेन्टमा प्रवेश गर्ने प्रत्येक ग्राहकले तोकिएको निश्चित रकम अर्थात् एक हजार रुपैयाँ बुझाउनुपर्नेछ। उनीहरूलाई त्यो बजेटभित्रै आउने थुप्रै खानेकुराको छनोट प्रस्तुत गरिने छ। यसरी ग्राहकले बुझाएको हजार रुपैयाँबाट १० प्रतिशत दृष्टिविहीनहरूको संस्था 'नाब'लाई सहयोगार्थ जानेछ।'दूतावासमार्फत् आए पनि दृष्टिविहीन वेटरहरूलाई हामीले आफ्नै समूहको सदस्य बनाउने छौं,' रेस्टुरेन्टका प्रवन्धक विजय लामा भन्छन्, 'उनीहरूको तालिममा सघाउने छौं।'यसरी तयार पारिएको रेस्टुरेन्टमा मंगलबार बेलुकी पहिलो चरणको सेवा इजरेली दूतावासकै कर्मचारीलाई दिइएको थियो। 'दृष्टिविहीनहरूबाट पनि उत्तिकै सक्षमतापूर्वक दिने सेवा ग्रहण गर्ने मात्र होइन,' कुराकानी सकिएर बिदा माग्दै गरेका नित्जान भनिरहेका थिए, 'एक घन्टाको निम्ति मात्रै भए पनि ग्राहकले अन्धोपनसमेत महसुस गरून् भन्ने हाम्रो मुख्य ध्येय हो।' यसले एउटा बेग्लै अनुभूतिमा पुर्याएर ग्राहकलाई रमाइलो पार्ने नित्जानको दाबी छ।
बल प्रयोग गरेर सुकुम्वासी वस्ती खाली गराइयो
काठमाडौ, वैशाख २६ - सरकारले बागमती किनारको जग्गा कब्जा गरेर बसेको सुकुम्वासी वस्ती मंगलबार बल प्रयोग गरेर खाली गराएको छ । थापाथलीस्थित बागमती पुल नजिकै प्रसुति गृह पछाडि युएन पार्कको जग्गा खाली गराउन ठूलो संख्यामा सुरक्षाकर्मी परिचालन गरिएको थियो । सशस्त्र र जनपथ प्रहरी तथा महानगरपालिकाका सुरक्षाकर्मी वस्ती खाली गराउन खटिएका थिए ।
त्यहाँ जग्गा अतिक्रमण गरेर २ सय भन्दा बढी छाप्रो तथा कतिपय पक्की घर नै निर्माण गरिएको थियो । सरकारले पटक-पटक जग्गा खाली गर्न सार्वजनिक सूचना जारी गरेपनि त्यहाँ बसोबास गरेकाहरुले अटेर गर्दै आएका थिए । सरकारले बिहान ६ बजे चार वटा डोजर र तीन हजार जति सुरक्षाकर्मी पठाएर उक्त वस्ती खाली गराउन थालेको हो । सुरुमा सुकुम्वासीहरुले अवरोध गर्न खोजेपछि प्रहरी चार राउण्ड अश्रृ ग्यास प्रहार गरेको थियो ।ठूलो संख्यामा रहेको सुरक्षाकर्मीका अगाडि जग्गा अतिक्रमण गरेर घर बनाएकाहरु लाचार भएर सामान सार्न थालेका थिए । प्रहरीले पनि सामान सार्न सहयोग पुर्याएको थियो । झडप हुनसक्ने सम्भावनालाई हेर्दै त्यहाँ महानगरी प्रहरी आयुक्त कार्यालयका प्रमुख अतिरिक्त महानिरीक्षक कुवेरसिंह राना लगायत उच्च सुरक्षा अधिकारीहरु पनि उपस्थित थिए ।सरकारले वस्ती खाली गराउन त्यहाँ रहेको १ सय ८० परिवारलाई तीन महिनाको घर भाडा वापत प्रति परिवार एकमुष्ट १५ हजारका दरले दिने घोषणा गरेपनि उनीहरुले उक्त सुविधा लिएर वस्ती खाली गर्न मानेका थिएनन् । अधिकार सम्पन्न बागमती सभ्यता विकास समितिका अध्यक्ष महेशबहादुर वस्नेत तथा महानगरपालिकाका निरीक्षक धनपति सापकोटा समेत वस्ती खाली गराउने अभियानमा सक्रिय छन् ।
