Protestors cut 132 kV transmission line
KathmanduIn in act of desperation to press their demands, the supporters of undivided farwestern region have cut 132 kV transmission line in Lamki, Kailali on Thursday. This has left Banke, Bardiya, Dang, Surkhet, Dailekh and Rolpa, among other districts without power.
The agitators said they resorted to such an extreme step because the government was not serious to their demands even after 14 days of strike and their talks team heading for Kathmandu was stopped by authorities in Bashkhari, Bardiya. The chief district officer of Bardiya meanwhile said the talks team will be "rescued" to Kathmandu soon.
According to the chief at Nepal Electricity Authority´s Lamki substation, Jayaram Kuinkel, about 10-15 protestors cut the transmission line at 11 am. He said the area to the east of Lamki is without power.
BP Khanal, coordinator of Lamki agitation committee meanwhile warned that they would not allow repair works on the transmission line until their talks team is allowed to visit Kathmandu. Various districts in the mid and farwestern region receive power from the 33 megawatts power purchased from tanakpur power station which is transmitted through the 132 kV transmission line.
Protestors change govt office signboards
In another development in the banda affected farwestern region, the locals have begun changing the names of government offices, our correspondent Barun Paneru reported from Dadeldhura. The protestors have started erasing "district development committee" on the signboards to replace the name with "farwest provincial government".
According to Laxman Singh Buda, coordinator of ´undivided farwestern civil society struggle committee´, they have changed names of various government offices. "We have already done it at many places and will do so in the rest of the offices also," he said.
Madhesi, Janjati lawmakers unite for identity-based federalism
Kathmandu,Following the decision by the major parties to resolve the contentious issues of constitution writing through voting in the Constituent Assembly, a group of lawmakers from the Madhesi parties and the Janajati caucus reached a formal understanding Thursday to stand united to press for identity-based federalism for each of the major ethnic groups.
While signing the four-point understanding, they said federal provinces should be determined on the basis of the reports prepared by majority members of the State Restructuring Commission (SRC) and the Constituent Assembly´s thematic committee on state restructuring. Both the reports say the country should be federalized on the basis of single ethnic identity.
Maoist lawmakers Barshaman Pun, Dev Gurung, Madhesi lawmaker Bijaya Kumar Gachachhadar, Rajendra Mahato, Anil Jha, Mahendra Yadav and Hridayesh Tripathi, CPN-UML lawmakers Prtihvi Subba Gurung and Kiran Gurung are some of those who signed the understanding.
They have decided to ask the CA chairman to initiate the process of voting on the unresolved issues as per the CA regulations.
According to Vice-chairman of Sadbhawana Party Laxmanlal Karna, the meeting also formed a four-member taskforce to oversee the questionnaire to be prepared for voting. The taskforce comprises lawmakers Karna, Gurung, Bishwendra Paswan and Rukmini Chaudhari.
“The taskforce has been entrusted with the responsibility of making suggestion and holding discussion on the questionnaire,” Karna told Republica.
CPN-UML lawmaker Dal Bahadur Rana said they would exert pressure on major political parties to address the concerns of the indigenous nationalities, Madhesis, minorities and other groups in the new constitution.
“On the one hand the leaders [from major political parties] are afraid of the possibility of floor-crossing by their lawmakers during the voting and on the other hand they have failed to resolve the thorny issues through consensus,” said Rana, adding, “So, we all decided to exert pressure to address our minimum demand, formation of federal provinces based on single identity, in the new constitution.”
In a separate context, the meeting expressed concerns over the burning down of a Tharu museum during a recent stir in the western Tarai region and urged all agitating groups to maintain restraint for communal harmony.
MPRF-D Chairman Bijay Kumar Gachchhadar, Tarai-Madhes Democratic Party Vice-chairman Hridayash Tripathi, MPRF-R Acting Chairman Rajkishor Yadav, UCPN (Maoist) leaders Gurung and Barshaman Pun, CPN-UML lawmaker Prithvi Subba Gurung, Nepali Congress lawmakers Jip Tshering Lama Sherpa and independent lawmaker Sadrul Miyan Haq among other lawmakers were present at the meeting.
Meanwhile, the Broader Madhesi Front (BMF), a cross-party alliance of Madhesi lawmakers, has formed a seven-member sub-committee to hold talks with lawmakers from indigenous, Muslim, Dalit and other backward communities in order to forge common stance during the CA voting on the contentious issues of the new constitution.
कम्युनिस्टलाई कट्टुवाल बनाएर अर्कै कम्युन

भनिन्छ, जीवनमा बढी पाप र अपराध गरेका मान्छेले नै धर्म र आदर्शको बढ्ता बखान गर्छन् । प्रधानमन्त्री डा. बाबुराम भट्टराईलाई तीन महिना सम्झाएर कम्युनिस्ट बनाएको दाबी गर्ने काठमाडौंको मातातीर्थमा ‘आध्यात्मिक केन्द्र’ खोलेर बसेका एकजना ‘बिग्रेका’ कम्युनिस्टले यतिबेला निकै ठूलो आदर्श र आध्यात्मको कुरा गरे पनि विगतमा उनले गरेको कर्तुतका बारेमा भने नेपालका पुराना कम्युनिस्ट नेताहरू अझैसम्म बेखबर छैनन् ।
प्रसँग हो, काठमाडौंको मातातीर्थस्थित ‘पथिक फाउन्डेशन’का मालिक टंकनाथ पौडेल (टिएन पथिक) को । उनले हालै एक आइतबारे साप्ताहिक पत्रिकामा आफूले प्रधानमन्त्री डा. बाबुराम भट्टराईलाई तीन महिनासम्म सम्झाएर कम्युनिस्ट बनाएको दाबी गरेका छन् । आफूले खोलेको कम्युनमा ४० जना रहेको, फाउन्डेसनले १४ वटा गाई पालेको र काठमाडौं तथा देवघाटमा गरी ५० रोपनी भूमिमा जैविक खेती गरिएको सगर्व बताएका छन् । साथै उनले २१ दिनमा मान्छेलाई ईश्वर र आत्मास“ग साक्षात्कार गराइदिने दाबी गरेका छन् । मान्छेलाई २१ दिनमा बनाउने दाबी गर्ने उनले चलाएको कलेज आºनो अनुपस्थितिमा बन्द भएको पनि बताएका छन् ।कम्युनिस्ट पार्टी छाडेर जीवनको खोजीमा हि“डेपछि ओशोको निकट पुगे र सत्य पत्तो लगाएको दाबी गर्ने पथिकले अहिले आध्यात्मिक कम्युन खोलेर बसे पनि विगतमा उनले कम्युनिस्ट दर्शन अनुरूप कम्युन बनाउने नाममा कार्यकर्ताबाट लिएको सम्पत्ति भने अहिलेसम्म दम्पच पारेका रहेछन् । सायद यही कूकार्यलाई बिर्सन उनले आफूलाई ‘नितान्त नया“’ मान्छे भएको दाबी गरेका हुन् कि ? पुष्पलाल समूह हु“दै सर्वहारावादी श्रमिक संगठनमा आवद्ध भएका पथिकले पार्टीका साथीहरूको सम्पत्ति साझा बनाउनुपर्छ भन्दै सहपाठीहरूको जग्गा बेच्न लगाएका थिए । यहीक्रममा हाल नेकपा एकीकृतमा रहेका, कार्लमाक्र्सको पु“जी नेपालीमा अनुवाद गर्ने युवराज पन्थी (उज्वल)ले पनि आºनो जग्गाजमीन बेचेर पथिकलाई पैसा बुझाएका थिए । पछि पटकपटक ताकेता गर्दा पनि पथिकले उनलाई सो पैसा फिर्ता गरेनन् । पन्थीका अनुसार पथिकले त्यसरी जम्मा पारेको सम्पत्ति श्रीमतीमार्फत् निजी बनाएका थिए । टिएन पथिकले आºनो सम्पत्ति खाइदिएको बारेमा अनुवादक युवराजले केही समय पहिले जनआस्थालाई दिएको अन्तरवार्तामा भनेका छन् –‘‘जेलमै छ“दा हामीले सम्पत्ति पार्टीलाई दिने कबुल गरेका थियौ“ । त्यसपछि अंशबन्डा गरेर मैले आºनो भाग बेची पार्टीलाई सबै पैसा बुझाएको हु“ । त्यसबेला परिवारका सदस्यले अति नराम्रो माने । कम्युनिस्ट एकता सम्पर्क समितिमै हु“दा त्यसका नेता टंकनाथ पौडेललाई बुझाएको हो । त्यसबाट हामीले कञ्चनपुर बेलौरीमा पार्टीका लागि भनेर घडेरी किनेका थियौ“ ।पछि टंकले त्यो जग्गा आºनो बनाए । हामी पनि चौमतिर लागिहाल्यौ“ । मैले एक÷दुईचोटि टंकसित सम्पत्तिसम्बन्धी कुरा उठाए“ । हामीलाई आर्थिक संकट पर्दा मैले भैरहवामा स्टाफ नर्स रहेकी उनकी श्रीमतीस“ग अलिकति पैसा माग्न टंकसित आग्रह गरे“, तर टंकले भने– ‘तपाईंको सबै सम्पत्ति सकि“दा पनि मलाई चिन्ता लागेको थिएन, तर, मेरी श्रीमतीको एक पैसा पनि मास्न मन लाग्दैन ।’ अहिले टंकले काठमाडौंमा ओशोको आश्रम चलाएका छन् । उनको अहिलेको नाम टिएन पथिक हो । उनकी श्रीमती डाक्टर छिन् ।’’ बेलौरीस्थित पार्टीको साझा अचल सम्पत्ति खाएर जोगी भएका यी महोदयले यतिबेला मातातीर्थमा कम्युन बनाए पनि पार्टीलाई निजी सम्पत्ति बुझाउने युवराज पन्थीजस्ता सोझा कम्युनिस्टहरूको आर्थिक अवस्था भने सोही कारणले अहिलेसम्म माथि उठ्न सकेको छैन । ठूलो आदर्शको कुरा गर्ने र मान्छेलाई २१ दिनमा ईश्वरसित साक्षात्कार गराउछु भन्ने पथिकजस्ता मान्छेले विगतमा रुवाएका मान्छेहरूको आ“शुचाहि“ पुछ्नुपर्छ कि पर्दैन ? यसको जवाफ कुन आध्यात्मवादले देला ?कट्टु लगाएर विहेमा जादा प्रचण्ड रुष्टटिएन पथिककी श्रीमती स्टाफ नर्श भएकोले पथिकको आर्थिक अवस्था नराम्रो थिएन । तर, युवराज पन्थीको अवस्था भने यति दयनीय थियो कि आºनो विवाहमा बेहुलो बनेका बेलामासमेत पुष्पकमल दहाल (प्रचण्ड)लाई समेत छक्क पार्दै उनी हाफप्यान्टमात्रै लगाएर कार्यक्रमस्थल पुगेका थिए । आºनो विवाहको प्रसंगमा पन्थीले जनआस्थालाई भनेका छन् –‘मलाई चित्रबहादुर केसीले सरस्वती शर्मासित विवाहको प्रस्ताव राख्नुभयो । म घरैमा थिए । केटीपट्टिचाहि पुष्पकमल दाहाल (प्रचण्ड) ले कुरा गर्नुभएको रहेछ । पछि दिल्लीमा पार्टीको कार्यक्रम थियो । दिल्ली जाने वेलामा निर्मल लामाले सरस्वती पनि त्यहा आउछिन् भन्नुभयो । दिल्लीमा प्रचण्ड र चित्रबहादुर केसी सबै थिए । तर, त्यहा मेरो प्यान्ट टाइट भएर फस्नर बिग्रियो । अर्को थिएन । त्यसैले म हाफपाइन्ट मात्रै लगाएर कार्यक्रमस्थलमा पुगे । प्रचण्डले चित्रबहादुरसग ‘बिहा गर्ने मान्छे पनि केको हाफपाइन्ट लगाएर आएको ? मागेर भए पनि प्यान्ट लगाएको भए हुन्थ्यो’ भन्नुभएछ ।
बन्दका क्रममा तीन जना घरेलु हतियारसहित पक्राउ

- बन्दका क्रममा अराजक गतिविधि मच्चाउन खोजेको भन्दै प्रहरीले तीन जनालाई घरेलु हतियारसहित भरतपुरको चौबीसकोठीबाट पक्राउ गरेको छ। मोटरसाइकलमा आएका युवाको समूहलाई शङ्का लागि जाँच गर्दा उनीहरूको साथमा रहेको रडसहित पक्राउ गरेको चितवनका प्रहरी प्रमुख भुपालकुमार भण्डारीले बताउनुभयो।पक्राउ पर्नेमा रत्ननगरका लोकनाथ पौडेल, रमेश पौडेल र गणेश पौडेल रहेका छन्। मोटरसाइकलमा आएका उनीहरूमध्ये अन्य भागेको प्रहरीले जनाएको छ। बन्दमा अप्रिय घटना नहोस् भन्नका लागि स्थानीय प्रशासनले सुरक्षा व्यवस्था कडा पारेको थियो। जिल्लामा सवारी साधन, बजार, शिक्षण संस्था, कलकारखाना पूर्ण रूपमा ठप्प भए।यसैबीच चितवनका प्रमुख जिल्ला अधिकारी गणेशराज कार्कीको अध्यक्षतामा बिहीबारै यहाँ बसेको सर्वपक्षीय बैठकले जातीयता सद्भाव खलल हुन नदिन सबैमा अपिल गरेको छ।
तीन दलले देश कब्जा गरेः थापा

- राष्ट्रिय प्रजातन्त्र पाटी नेपालका अध्यक्ष कमल थापाले ४ वर्षदेखि तीन दलले देशलाई कब्जामा राखेको आरोप लगाएका छन् । उनले लोकतन्त्र चहाने कांग्रेस र एमालेले पनि माओवादीकै जंगली सिको सिकेको बताएका छन् । संखुवासभा सदरमुकाममा हुने आमसभालाई सम्बोधन गर्न खाँदबारी आइपुगेका थापाले सिण्डिकेट प्रणाली लागू गरेर सरकार चलाइरहेको बताए । संविधानसभाको म्याद कुनै हालतमा थप्न नमिल्ने पनि उनले बताए ।अध्यक्ष थापाले जेठ १४ मै एकपक्षीय संविधान बने पनि जनताको पक्षमा नहुने जिकिर गरे । लेनदेन र भागवण्डाको संविधान बन्छ, उनले भने, जुन रिमोट कन्ट्रोलको माध्यमबाट चल्छ । एकलौटी संविधान निर्माण भए देश नयाँ द्वन्द्वमा जाने उनले बताए । ठूला भनिने राजनीतिक दलमा गलत नीति छ, जसका कारण विदेशीहरुले जलखेल गरिहेको छन, उनले भने, नेपाली जनताका लागि संविधान ल्याउने हो भने संविधानको पहिलो ड्राफ्ट जनतासम्म पुर्याउनु पर्छ र जनमत संग्रह गर्नु पर्छ ।आफ्नो पाटी हिन्दु राष्ट्र, संवैधानिक राजतन्त्रको पक्षमा रहेको बताउँदै थपे, तीन दलले जनताको भूमिका पूर्ण रूपमा निरपेक्ष पारेका छन् । राजा बिनाको संविधानको कल्पनासमेत गर्न नसकिने भन्दै ३ दलले ल्याएको संविधान अस्विकार्य हुने बताए । नेपाल अहिले अभिभावक विहीन घर जस्तै भएको छ, हचुवाको भरमा संघीयता सम्भावना छैन । भूगोल र आर्थिक पहिचानको आधारमा संघीयता हुनु पर्ने उनले बताए ।उनले गणतन्त्रको मोह रहुन्जेल राष्ट्रिय प्रजातन्त्र पार्टीसँग एकताको सम्भावना नरहको बताए ।
